EMS Compact 2026: How to Verify Your Privilege to Practice Across State Lines
EMTs and paramedics who work across state lines need to understand the difference between a state license and the United States EMS Compact Privilege to Practice. The Compact recognizes qualifying licenses across participating states, but it does not replace agency affiliation, medical direction, local protocols, or department training.
What is the EMS Compact?
It is an interstate agreement allowing eligible clinicians licensed in participating states to practice in other participating states under a Privilege to Practice. It is not a new national EMS license, and it does not authorize practice in nonparticipating states.
Who is eligible?
- Be at least 18 years old.
- Hold a current, unrestricted qualifying EMT, AEMT, paramedic, or covered intermediate-level license in a participating home state.
- Be affiliated with an EMS agency authorized in the remote state and operate under its medical direction.
- Follow the remote state's scope of practice, protocols, laws, and the Compact's professional conduct rules.
Emergency Medical Responders are not included. Verify the current list of operational states before relying on the Compact.
How to verify your Privilege to Practice
- Open the official EMS Compact verification tool.
- Find your 12-digit National EMS ID in your National Registry account or state EMS licensing portal. This differs from your NREMT certification number and state license number.
- Enter your EMS ID and accept the verification terms.
- Review the live status, license information, and participating states shown.
- When available, download the official verification PDF or printable pocket card with a QR code for rechecking your status.
If a qualified clinician is not yet visible in the database, contact the relevant State EMS Office for manual verification. An absent lookup result does not necessarily establish ineligibility.
Does the Compact mean I can work anywhere?
No. The privilege applies only as provided by participating states. It does not permit independent practice or waive the receiving state's protocols, medical direction, orientation, or employer requirements.
Is there a free continuing education course?
Yes. The Compact offers Introduction to the EMS Compact, a free self-paced course with a 25-question mastery quiz and a certificate for one hour of continuing education. Confirm with your licensing or certification authority whether that certificate satisfies your specific renewal requirements; do not assume CAPCE or NREMT acceptance.
Find the course at EMSCompact.gov.
